Boy Scout Max Robards with local Troop 444, a 15-year-old rising sophomore at Knoxville STEM Academy, places a flag on the grave of Wayne Elbert Raby during an annual Memorial Flag Placement observance in Pleasant Forest Cemetery, along Concord Road, Saturday morning, May 25. Mr. Raby was a Tennessee State Trooper. Robards was among a handful of Scouts from Troop 444 on hand to honor fallen heroes. What about today’s Knox-area teenagers, are they sufficiently respectful when it comes to matters of military and other national institutions?
