Why are the Biddle Farm apartments being built all at once and none of the retail is being started? The people of Farragut were promised the residential and retail would be built in parallel. The whole reason for this was a walkable town center.
If the apartments are all built out and the developer decides not to build the retail as designed and promised, there will be no walkable town center.
