New, full intersection coming for Old Stage Road; subdivision
A new West Mills subdivision and two commercial lots, abutting Fox Den subdivision and next to Dollar General Store along Kingston Pike, has a new entrance proposed.
The developers are proposing to locate the access to the subdivision on Kingston Pike, directly across Old Stage Road.
They reviewed their plans during a Town Staff/Developer meeting Tuesday, April 1.
“The commercial portion of the site will be reviewed separately as part of a site plan review,” Assistant Town Community Development director Bart Hose said. “Only the new street and associated grading and utilities that come through the commercial portion are being reviewed with this preliminary plat.”
As part of the staff’s comments, Hose replied, “Please, include all information required for a preliminary plat and combine all required sheets into one set of plans.”
He also advised the developers to include the traffic signal (at Old Stage Road and Kingston Pike) as part of the project.
Two years ago, Schaad Company, developers of the property at 12413 and 12501 Kingston Pike, proposed its subdivision and commercial structures on the 14.5-acre property, which is west of the Dollar General Store. At that time, however, their plan called for placing an access road from the proposed subdivision to Champion’s Point in the Fox Den subdivision.
After hearing Fox Den residents’ objections to the plan, Farragut Municipal Planning Commissioners advised them to “go back to the drawing board” with its preliminary plat concerning the access.
“The property does have two different access options: one was on Champions Point, which is in Fox Den, and then (the other is) Kingston Pike,” Community Development director Mark Shipley said during a March 16, 2023, FMPC meeting.
“So, when the preliminary plat was up for a vote in the October Planning Commission meeting, it was denied because of the access onto Champions Point … was deemed it would not be a good connection because it wasn’t designed on the front end for that kind of tie-in.”
Since then, the developers received permission to grade the property, which was done, and now they presented a preliminary plat that calls for 16 house lots and two commercial lots.
On another matter, Town staff and FMPC member Jon Greene discussed a site plan to change the building modifications for a structure at 11820 Kingston Pike — where Turner Homes plans to move its office — leaving 11542 Kingston Pike. The new Kingston Pike location formerly was a O’Charley’s Restaurant before it became a bank. It has been vacant.
“They are proposing to take out the drive-thru” and enclose that space, Hose said.
