An Express Oil site currently is under construction at 11157 Kingston Pike, which is across from the new Snooty Patootie site just east of West End Avenue and Concord Road. Patrick Drymala, superintendent with Devier Enterprises of Louisiana, the construction company, said he expects the building will be completed in November.
